CLIMATE CHANGE: IMPLICATIONS FOR AGRICULTURE POLICIES IN NEAR EAST AND NORTH AFRICA

ESCWA developed this background paper as a contribution to the chapter on “Climate change, land, water and agriculture: impacts and responses” of the regional report on the State of Land and Water Resources (SOLAW). The SOLAW report, published by the Food and Agriculture Organization (FAO) office for the Near East and North Africa (NENA) zooms into the most pressing issues in the region, including the preservation of land and water resources to ensure food security. Looking at the most recent projections, the report presents what the prevailing agricultural conditions are likely to be in the middle of the century, and what implications this should have for agricultural policies. The impacts of climate change on various farming systems and agriculture productivity are also described.

The document highlights the challenges of adapting agriculture sectors and livelihoods in the medium to long-term period, requiring technical and policy responses, and discusses response options, institutions, policy and planning solutions. It also emphasizes the importance of monitoring progress and aligning monitoring and evaluation of climate with national systems, against SDG 13 and countries' NDC commitments.

COP 27 and Climate Action in the Middle East in the Middle East - Special Issue

Many of the impacts of climate change are transboundary in nature — that is, climate impacts in one country could exacerbate risks in others, especially given the variance between Middle East countries in terms of natural resource endowments and socio-economic conditions. This volume of insights aims to address this question by shedding light on key climate threats faced by countries in the region, examining the current state of climate action in mitigating and adapting to climate change, highlighting the implementation gaps in areas such as water, energy, tourism and finance, and offering possible solutions. It also aims to identify avenues for countries of the region to voice their regional climate concerns and interests at COP 27.
